Job Description:
This position will receive a Cost of Living Adjustment (COLA) increase of 6.55% which is not reflected in the salary listed in this posting. The effective date of the increase is January 1, 2025 and will be paid in the February 1, 2025 paychecks.
The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. Revenue generated from these programs helps support state and local government programs.
The Distilled Spirits Program, which oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon's independently operated liquor stores.
The Recreational Marijuana Program which is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products.
The Public Safety Program which licenses and regulates businesses in both the marijuana and alcohol industry. This includes manufacturers, wholesalers, bars, restaurants, grocery, convenience stores and the operation of the recreational marijuana industry in Oregon.
The position is based at our Milwaukie, OR headquarters office. Please note that this office will relocate from Milwaukie to Portland, OR by the end of 2026.

As the Identity Administrator, you will provide expert oversight of the agency's Active Directory/Entra Group Policy and teach and enforce standards for maintenance and manipulation of Active Directory/Entra objects. As a primary support resource for information technology risk management, identity management, forensic investigations and public records requests, you will work with various stakeholders both within and outside the agency to solve technology problems.
Duties include, but are not limited to:
- Review and maintain the company's Active Directory (AD) and Group Policy Objects (GPOs)
- Collaborate with the IT team to document and implement new GPOs and scripts
- Comfortable managing AD on premises and cloud-based in Azure AD.
- Researching and implementing solutions to email, security, network handheld and mobile device technical problems
- Participating in the research, testing, and deployment of system lifecycle replacements
- Resolving enterprise antivirus, antimalware and security monitoring issues that affect the OLCC user community
- Working with the Helpdesk as Tier 3 support for system configuration and support
- Working with servers running various operating systems to meet business needs and requirements both in production, development, and test
- Designing, testing, implementing, and troubleshooting new deployment packages for Enterprise applications, including but not limited to Operating System upgrades and core application (Microsoft Office, Adobe Acrobat, Google Chrome, etc.) upgrades and replacements
- Performing system assessments and configuration changes to meet business process needs for the agency
- Traveling to remote office locations for the deployment, repair, and maintenance of servers
- Working with other technical staff to evaluate and recommend systems and third-party tools needed to maintenance the security, performance, and stability of systems
- Diagnosing, isolating, and determining the cause of system failures.
Here's what you need to qualify:
Minimum Qualifications
- (a) Five (5) years of information systems experience in Active Directory and Group Policy management
- An associate degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND three (3) years of information systems experience in Active Directory and Group Policy management
- A bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in Active Directory and Group Policy management
- Knowledge of computer technologies (desktops, laptops, servers, network, databases, software) and the ability to operate systems and software and complex data processing systems
- Knowledge of Azure and Multi Factor Authentication (MFA) integration
- Proficiency in PowerShell scripting
- Familiar with all computer standard applications (MS Outlook, Word, Excel, etc.) and other COTS products in order to provide support and resolve problems
- Exceptional customer service skills
- Strong problem-solving and collaboration skills
- CompTia A+ certification
- CompTia Sec+ certification
- CompTia Net+ certification
- Microsoft Azure Administrator certification
- Expertise in creating software packages in SCCM and testing deployment of these packages
