This position is located with the National Park Service, Division of Fire and Aviation Management, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. We expect to fill 1 position at this time. DOI Wide: All current career/career-conditional DOI employees. CTAP eligibles within the local commuting area

Job Requirements

Selective Placement Factors (SPFs): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: SPF #1: Qualified NWCG Geographic Information Systems Specialist (GISS) Certification: As the senior Administrator for the NIFC organization, the incumbent must be qualified in the position to understand the business requirements of the GISS. The incumbent will need to be an expert in the NWCG GISS Standard Operating Procedures for Incidents, the NWCG GISS Workflow, and other NWCG requirements for GISS. Beyond applying NWCG standards the Senior Administrator will need to understand data requirements and field data collection required of the GISS position to develop and support the AGOL Program. Another key job requirement is training of current and future GISS. HOW ACQUIRED: Qualifications are gained through the NWCG interagency and DOI wildland fire training and qualification system. The GISS qualification is listed on the individuals RedCard. BASIC EDUCATION REQUIREMENTS: Geographer GS-0150 Basic Qualifications A) Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. -OR- B) Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Biologist GS-0401 Basic Qualifications A) Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B) Combination of education and experience: courses equivalent to a major as shown in A above, plus appropriate experience or additional education. Physical Scientist GS-1301 Basic Qualifications A) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B) Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Cartographer GS-1370 Basic Qualifications A) Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).. -OR- B) Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. ADDITIONAL REQUIREMENTS: In addition to meeting the basic entry requirement, applicants must have specialized experience to be found qualified. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. SPECIALIZED EXPERIENCE: To qualify for the GS-12 grade level, one year of creditable specialized experience equivalent to the GS-11 is required. Examples of work experience include, but are not limited to: Serving as the default administrator for an Esri ArcGIS Online Organization with responsibility for technical support, user management, and content management; developing standards, templates, and documentation for end users in an ArcGIS Online Organization; experience in wildland fire management (made decisions or solved problems based on knowledge from a wildland fire experience); maintaining qualification as a National Wildfire Coordinating Group Geographic Information Systems Specialist for Incident Management; participating in the design, development, and maintenance of interagency data systems; developing and maintaining training courses with an LMS (Learning Management System); presenting to small and large audiences on the use and benefits of geospatial technologies for wildland fire management; maintaining a professional working relationship with Esri Product Managers; overseeing a high-volume GIS Help Desk; building custom geospatial solutions within the ArcGIS Online Platform to meet the needs of large interagency projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
