Description

Under general supervision, the purpose of the position is to manage and facilitate the Department's compliance with all applicable Commission for Florida Law Enforcement Accreditation (CFA) Standards. Employee functions at journey level to ensure agency directives adhere to standards in the collection and filing of proof of compliance. Employee functions to facilitate the Department's preparedness for triennial onsite CFA comprehensive assessments. Position is accountable for facilitating and completing staff and line inspections, e.g., uniforms, vehicles, law enforcement and emergency equipment. This position reports directly to the Strategic Communications Manager.

Examples of Duties

Performs a variety of administrative management functions to ensure departmental compliance with current CFA standards, e.g., tracks and reviews standards for any promulgated revisions; aligns local agency directives with standards; drafts new and revises existing directives to meet standards.

Completes Public Records Requests for Body Worn Camera by redacting all confidential and/or exempt content according to F.S.S. Chapter 119.

Plans, publishes and distributes regular updates to agency policies for all employees.

Facilitates collection of proofs of compliance with CFA standards; redact privacy act information from proofs of compliance.

Files and maintains confidential security of all law enforcement accreditation files according to specific CFA policies and procedures.

Facilitates agency preparation for triennial CFA onsite assessments.

Trains and coaches agency employees in all facets of Accreditation process; encourages compliance through explanation of benefits.

Monitors and tracks employee CFA standards compliance.

Attends various meetings and seminars, e.g., Seminole County Accreditation meeting, Florida Statewide Accreditation conferences, agency staff meetings.

Assists the Chief of Police with special projects; briefs the Chief of Police on accreditation records and issues.

Responds to requests for directive clarification; provides information on suggested proposals and compliance with CFA accreditation standards.

ADDITIONAL POSITION FUNCTIONS

Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

Bachelor's Degree in Public Administration, Criminal Justice, Political Science, Law Enforcement, or closely related field; supplemented by five (5) years of experience in government public relations, media relations or closely related experience; OR an equivalent combination of experience and training as determined by the Chief of Police.

Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.

Supplemental Information

Knowledge of current Florida Law Enforcement Accreditation (CFA) Standards.

Knowledge of local, state and federal laws and current ordinances, departmental policies and procedures, and standard operating procedures.

Knowledge of the City's judicial system, and operations and procedures for criminal prosecution.

Considerable knowledge of record keeping, report preparation, filing methods and records management techniques.

Knowledge of business English, e.g., spelling, grammar, punctuation, and vocabulary.

Intermediate level mathematical skills, including percentages and decimals.

Skill in both written and oral communications.

Ability to understand and carry out oral and written instructions, giving close attention to detail and accuracy.

Ability to read, update and interpret documents such as accreditation rules, regulations and instructions and procedure manuals.

Knowledge of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Familiar with Taser Axon Flex Body cameras/evidence.com.

Ability to independently prepare correspondence and memoranda.

Ability to organize workload, prioritize, meet established deadlines and follow up on assignments with minimum direction to ensure responsibilities spreadsheet, and database applications.

Ability to interpret a variety of instructions in written, oral or schedule form.

Knowledge of municipal operations, procedures, policies, laws, objectives and organization.

PHYSICAL REQUIREMENTS

While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 35 pounds.

While performing the essential functions of this position the employee is rarely exposed to disagreeable environmental factors.

While performing duties some tasks are performed with potential for intermittent exposure to disagreeable elements including, but not limited to, heat, humidity, and inclement weather.

New Hire Incentive

A. Pre-employment conditions
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement prior to the date of hire upon employment, the new employee will receive:
(i). 5% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.

(ii). 5% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
  • Successful completion of the probationary period, or
  • All conditions within the new employee employment letter have been fully and successfully satisfied such as, by way of example only, CDL license, plant operator license, etc.
(iii). No payment if a new employee declines to execute an Employee Recruitment Incentive Program Agreement.

B. Post-employment conditions.
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement after employment with the City and within 30 days from the date of hire, the employee will receive:
(i). 3% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.
(ii). 3% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
  • Successful completion of the probationary period, or
  • All conditions within the new employee employment letter have been fully and successfully satisfied such as, by way of example only, CDL license, plant operator license, etc.
C. The Employee Recruitment Incentive Program Agreement shall, at a minimum, provide that if the employee should leave City employment for any reason, whether voluntarily or involuntarily, within 36 full months after the date of hire, the employee will reimburse the City according to the following schedule:
(i). If termination is less than 12 full months of employment with the City: 100% of all incentives paid by the City to the employee shall be reimbursed to the City.
(ii). If termination is 12 months or more, but less than 24 full months of employment with the City: 75% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iii). If termination is 24 months or more, but less than 36 full months of employment with the City: 50% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iv). Once the 36 full month period from date of hire has expired and with the employee still employed with the City, the employee shall have no further incentives reimbursement obligations to the City.
Excludes temporary positions, positions in which the incumbent has received a new hire or recruitment incentive, all Sanford Police Department sworn personnel and Cadets as the Police Department has an existing New Hire Incentive program for its sworn personnel and Cadets, and all Sanford Fire Department positions requiring either Firefighter/EMT and Firefighter/Paramedics certifications.
