We have the perfect opportunity for you! Join our team today as the next Senior Civil Service Engineer. In this role you will manage the planning, design, and construction of the Tide to Town urban trail program, which includes capital improvement projects ranging in dollar value from $10,000 to $20,000,000.

Tide to Town is a multi-year, multi-phase complex project to provide 30 miles of walking and biking trails throughout Savannah. This urban trail system will address an urgent public safety issue and will be designed to connect a majority of Savannah's neighborhoods in all districts to safe, affordable and cost-effective walking and biking infrastructure.

This position will be responsible for managing all aspects of the Tide to Town program and acting as a liaison with stakeholders. This position works independently yet under administrative supervision, developing and implementing processes and projects within organizational policies and reporting major activities to department head and executive level administrators.

This position also assists the Senior Director of Capital Projects Management. Once the Tide to Town project is complete, this position will most likely transition to a Senior Capital Project Manager responsible for managing other City capital projects, to include horizontal projects such as parks, streets, streetscapes, parking lots and recreational fields.

Essential Job Functions

  • Manage the Tide to Town trail program, create detailed project plans for each phase of the project, assist with identification of the trail route, and manage all current and future phases of Tide to Town including the construction of Truman Linear Trail Phase IIB and design of the 3-mile Middleground Road phase from Montgomery Crossroads to Abercorn Extension.
  • Act as project liaison and communicate information with project stakeholders, engineer/designer, contractor, Georgia Department of Transportation (GDOT), vendors, user departments, executive management, governmental regulatory bodies, and the public, for decision-making; attend meetings as necessary.
  • Perform project planning, pre-design assessments, and programming; develop initial project schedules and overall estimated project costs for each phase.
  • Manages the planning, design, bidding, construction, and close-out of capital improvement projects to ensure projects are completed on schedule and within budget.
  • Continually update and manage the project schedules, the costs, and the budget throughout the lifecycle of the projects.
  • Manage engineer/design consultant contracts and perform quality control.
  • Reviews the design of capital improvement projects for compliance with city and design standards; makes recommendations to management regarding such projects; answers questions in regard to projects and engineering.
  • Manage and ensure compliance with GDOT processes and requirements for GDOT phases of the project.
  • Prepares Request for Proposals, Invitation for Bids, construction contracts and technical specifications for upcoming projects; evaluates bids and proposals; recommends award; and executes contract.
  • Obtain the proper approvals/permits, and manage compliance (building permits, site permits, GDOT approvals, encroachment permits, Historic District Board of Review, zoning, etc.) as they relate to the specific project.
  • Coordinate utilities (i.e. power, gas, phone, etc.) and information technology systems for installation at projects.
  • Inspects construction; coordinates with assigned Construction Inspectors; provides advice and guidance to contractors.
  • Reviews and approves pay applications for consultants and contractors; evaluates and approves contract change orders and amendments.
  • Tracks detailed expenditures for professional construction services to ensure the work is completed within the approved budget.
  • Reviews submittals, requests for information, technical reports, laboratory analysis and coordinates with contractor and engineer of record during construction process.
  • Assess and resolve project issues including contract disputes, procedural issues, technical issues, schedule and cost issues.
  • Coordinate project close-out procedures. Produce, collect, file and archive project documentation and reports.
  • Provide professional/technical assistance and past project information to support other City departments and outside entities.
  • Develop and continually evaluate and execute improvements to procedures and documents related to project management functions.
  • Prepares correspondence, memoranda, and reports; updates project status reports and computerized project management system.
  • Ensures contracted engineering and construction services follow the city's procurement policies.
  • Ensures projects are completed in compliance with the city's Minority and Women Business Enterprise program.
  • Performs other related duties as assigned.
Minimum Qualifications

Bachelor's Degree in Civil Engineering with four (4) years of engineering management experience including personnel management and administration experience; or an equivalent combination of education and experience.

Requires a Georgia Professional Engineers license or ability to obtain within one (1) year.
Requires Georgia Soil and Water Conservation Commercial Level II Certified Design Professional or the ability to obtain within one (1) year.

Must possess and maintain a valid state driver's license with an acceptable driving history.

Additional RequirementsBackground investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.

MINIMUM STANDARDS:

SUPERVISORY CONTROLS: The Bureau Director assigns work in terms of bureau goals and objectives. The work is reviewed through conferences, reports, and observation of capital improvement project activities.

GUIDELINES: Guidelines include engineering standards, city policies and procedures, city specifications, city codes, and state and federal regulations. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied civil engineering and project management duties. The number of on-going projects contributes to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to manage capital improvement projects. Successful performance in this position contributes to an effective and efficient water and sewer system.

PERSONAL CONTACTS: Contacts are typically with co-workers, department heads, other city employees, elected and appointed officials, state and federal agency representatives, engineers, consultants, architects, contractors, vendors, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, motivate personnel, provide services, resolve problems, justify decisions, and negotiate and settle matters.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects, climbs ladders, and distinguishes between shades of color.

WORK ENVIRONMENT: The work is typically performed in an office or outdoors where the employee may be exposed to occasional cold or inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Construction Inspector and Engineering Technician.
